Essay on The Navys Poor Advancement Process - 1011 Words

Selfishness, overblown sense of worth, and indecisiveness are certain traits that seem to appear more frequently in today’s leadership due to an ineffectual advancement process. The Navy’s advancement process consist of a standardized test, Navy wide rating quotas, and evaluations which may or may not accurately reflect the person’s being. Certain aspects of these rolls and processes need to be changed to more accurately reflect those qualities that are required to be an effective leader in today’s Navy. One aspect of the advancement process that should be changed is the evaluation program. Navy evaluations are based on several characteristics such as job performance, collateral duties, college courses taken, plus several other items.†¦show more content†¦For instance, a Navy qualification called the Enlisted Surface Warfare Specialist may be used as a tool by an upper leadership when writing evaluations. This qualification lets everyone know that you are thoroughly familiar with the workings of every aspect of a naval vessel. The importance of this qualification took a significant change a couple of years ago. Once it was voluntary, and it was looked upon as a milestone for these people that took the initiative to go above and beyond, this aspect has changed; now it is a mandatory part of every sailor’s career. In the realm of evaluations if two individuals are equal in every aspect, the individual with the ESWS will get promoted every time. ESWS qualification, unfortunately is a primary tool for evaluating a sailors worth, it is an unfair disadvantage for those individuals on shore going billets or have not yet qualified. This also provides people who can not do the job correctly a way out to look better for a higher promotion opportunity. Navy evaluations today do not accurately represent a person to their full capability, for instance, someone from a command could be one of the best personnel in the Navy and be poorly represented because of a bad evaluation. In today’s Navy, the evaluation is written by someone in a higher position. That person tends to be the deciding factor on whether or not someone gets advanced.
